This way in case you do not like the job you were hired for you can apply and change jobs to another employer that offers an LMO. It would not be smart to go to one city where they only need a few foreign workers and if you decide to leave the job you would have to relocate to another city which is time consuming to learn a new city all over again and will require you to spend money.
